(Tboung Khmum): The Tboung Khmum Provincial Administration held a historic signing ceremony for a Memorandum of Understanding (MoU) with the City of Rochester, Minnesota, USA. The agreement officially establishes a “Sister City” relationship aimed at deepening cooperation and exchanges between the two regions On March 9th, 2026 .

The ceremony was led by H.E. Long Thiem, Chairman of the Provincial Council, and H.E. Pen Kosal, Governor of Tboung Khmum Province. The event was highly honored by the presence of H.E. Koy Kuong, Ambassador Extraordinary and Plenipotentiary of the Kingdom of Cambodia to the United States and Mexico, and Mrs. Bentley Sokunthea, President of the Rochester-Minnesota Sister City Association.

Under this MoU, both parties agreed to promote cooperation in six priority areas: Cultural, Educational, and Health Exchanges; Economic and Trade Development; Environmental Sustainability; Tourism Promotion; Municipal and Smart City Technological Cooperation; and other mutually beneficial sectors. This agreement will facilitate exchange delegations, the sharing of administrative expertise, and the opening of investment opportunities between both regions.

The establishment of this Sister City relationship serves as a testament to the strengthening of diplomatic ties and people-to-people friendship between the two nations (Cambodia-USA). It is expected to bring tangible benefits to local economic development and foster mutual understanding in the era of globalization.
